Removed DraggableFeatureTrack.makeDraggableAndDroppable(). Making features dynamically draggable is now handled in DraggableFeatureTrac.featMouseDown(), and making AnnotTrack a droppable for those features is now handled in AnnotTrack.makeTrackDroppable().
