Partial fix for issue #321, to help reinitialize to last location on viewed refseq.
( reachedMilestone wasn't working, was looking for a deferred.fired property that never gets set. so reachedMilestone always returned false, and this was causing Browser._updateLocationCookies() to sometimes not get called) https://github.com/GMOD/jbrowse/commit/5099adde2e2b458d8f4248e6ce7e...
