Added temporary creation of multi-level annotation hiearchies. Was encountering problems with server-side creation of two-level annotation hierarchies, so implemented client-side annotation creation workaround for UI testing. To switch to server-side creation, set AnnotTrack.USE_LOCAL_EDITS = false
