auto-refresh of trackInfo.json

the client should auto-refresh the track list
this behavior could be toggled in trackInfo.json (and/or the refresh rate could be set)
benefits: just seems cheaper than a push-notification mechanism. would be a nice bonus for the twiki plugin, and perhaps other simple content management systems
