strings describing current location & visible track list (for navigateTo and showTracks)

It occurs to me that an obvious rounding-out of the API is a
function (or pair of functions) to export
(1) a string describing the current location (for navigateTo) (2) a
string describing the set of currently visible tracks (for
showTracks)
I realize that cookies achieve this, but since I can deep-link to those two things from the CMS, it makes sense that the CMS should be able to query JBrowse, so that it can offer a "bookmark" button of some kind (in the case of my simple TWiki plugin, this would create a new wiki page, but obviously each CMS would have its own way of arranging bookmarks)

The Browser class now has methods for this, and constructor arguments for setting the track list and location.
